February 10, 2012 – IIPA recommends that Brazil remain on the Watch List in 2012. There has been some progress in Brazil’s long-running struggle with widespread copyright piracy in the physical environment; but the main battlefield is shifting to the online dimension.

February 15, 2011 – IIPA recommends that Brazil remain on the Watch List in 2011. Notwithstanding some recent progress, high levels of copyright piracy pose serious challenges for all sectors of the copyright industry in Brazil.

February 18, 2010 – IIPA recommends that Brazil remain on the Watch List in 2010. The Brazilian Government has actively worked with the copyright industries to develop and implement strategies aimed at education, enforcement and expansion of commercial opportunities.

February 17, 2009 – IIPA recommends that Brazil remain on the Watch List in 2009. Brazil is one of the largest commercial markets for legitimate copyrighted materials in the Western Hemisphere, and the Government has manifested in most cases a clear appreciation of the importance of protecting intellectual property that is greatly appreciated by IIPA members.

February 11, 2008 – IIPA recommends that Brazil remain on the Watch List in 2008. Brazil is one of the most important markets for the U.S. copyright industries, but its tremendous market potential is undermined by one of the highest piracy rates in the region.

February 12, 2007 – The copyright industries’ overarching goals in Brazil, one of the largest commercial markets for copyrighted materials, remain: (1) reducing copyright piracy and (2) generating effective criminal enforcement.

February 13, 2006 – IIPA recommends that Brazil be removed from the Priority Watch List and placed on the Special 301 Watch List in 2006, and that an out-of-cycle-review be conducted later in 2006 to evaluate progress and results achieved on copyright piracy and enforcement under the Bilateral Consultative Mechanism.

February 11, 2005 – IIPA recommends that Brazil remain on the Special 301 Priority Watch List in 2005. We believe that Brazil continues to fail to provide “adequate and effective protection” for U.S. copyrights as required by the GSP trade program.

February 13, 2004 – IIPA recommends that Brazil remain on the Special 301 Priority Watch List in 2003. Brazil continues to fail to provide “adequate and effective protection” for U.S. copyrights as required by the GSP trade program; the potential penalty facing Brazil is the loss of its GSP benefits and/or the suspension of its GSP beneficiary country status.

February 14, 2003 – IIPA recommends that Brazil remain on the Special 301 Priority Watch List in 2003. High levels of copyright piracy, compounded by inadequate criminal enforcement throughout the Brazilian system, indicate that Brazil fails to provide adequate and effective copyright protection to U.S. copyright owners.
